Direct substitution is not recommended in principle: The two steels have different design purposes (S690QL focuses on extreme cold + heavy load, E690 focuses on marine + welding). Even with the same strength level, there are significant differences in core properties (corrosion resistance, low-temperature toughness, processability).
Adaptation in Special Cases:
For domestic heavy-load projects in non-marine environments requiring -40℃ low-temperature toughness, customized quenched and tempered E690 can be used as a substitute for S690QL;
For export marine projects to Europe, if the customer accepts EN standards, S690QL with additional marine anti-corrosion treatment can replace E690, but the cost will be higher.
